In the mid-1970s, New Orleans undertook an expansive Growth Management Plan to guide both public and private development in the Central Business District. By 1987, changes in market projections, development trends, federal spending, and economic activities necessitated updating the original plan.

The 1987 Growth Management Plan outlined a series of specific recommendations for land use, pedestrian and open space system, transportation, and infrastructure. The recommendations included development incentives, zoning regulations, design guidelines, and public improvements of the city’s circulation and infrastructure systems. Manning’s team was an instrumental partner responsible for documenting current uses and creating proposed land use maps.
