A model mixed-income public housing community in Baltimore
In the mid-1990s the Housing Authority of Baltimore City selected Metroventures, in partnership with A&R Development Corporation and Shelter Development LLC, to develop a plan for the revitalization of the Holland Ridge Community.

Manning Architects worked with The Design Collective of Baltimore to assist in the creation of a pre-development plan for the community. Our team utilized consensus-based community planning to create a plan for the physical redevelopment of Hollander Ridge, the implementation of self-sufficiency programs, and the establishment of partnerships with regional stakeholders. The master planning process included an analysis of existing conditions, relocation planning, public and social service planning, project scheduling, and solicitation for funding. The pre-development plan outlined the creation of a mixed-income community with approximately 800 residences. While never implemented, this project was intended to serve as a model for the revitalization of Baltimore’s public housing developments.
